ESI International Awards $5,000 Contracting Prize to IRS Employee

(ARLINGTON, VA - May 18, 2005) -- ESI International (ESI), the leading provider of contract management, project management and business analysis training and consulting services, presented the ESI International 2005 Contracting Award to Patricia Hoover from the Internal Revenue Service (IRS). The $5,000 cash prize, which was sponsored by National Contract Management Association (NCMA), was awarded at the NCMA World Congress in Phoenix on April 27, 2005.

Hoover earned this honor through her extraordinary leadership on several acquisition programs in 2004, including serving on the General Services Administration’s (GSA) Interagency Team for Performance-Based Service Acquisition (PBSA) and developing “Helpful Hints” for the agency’s Seven Steps Web site. Hoover also participated in expanding the IRS’s PBSA by 174%, chaired the Office of Management and Budget’s e-Marketplace Team’s Find/Search/Browse focus group, guided the IRS’s A-76 competitions and spearheaded their FAIR Act inventories.

“Ms. Hoover’s accomplishments in these major areas of acquisition, all while working with numerous teams and top officials in support of many Presidential Management Agenda items, make her an outstanding recipient of this year’s award,” says John Elsey, President of ESI. “We’re happy that we were able to acknowledge and reward her hard work and dedication to the contracting community.”

Hoover has been with the IRS since 2000. Prior to that, she worked for the Department of Veterans Affairs (VA) where she supported the Air Force Medical Logistics Command in addition to VA offices.

ESI is currently accepting nominations for the 2006 Contracting Award. ESI and NCMA, in cooperation with the contracting community, will once again award $5,000 to a commercial or government contracts professional who has contributed significantly to acquisition operations and acquisition policy.
